Saw this on my way home yesterday...hows about an extreme local pressure collision. (I cant make a 360 degree picture :(, but clouds from all directions were sucked to that area..you can see it a little on the right side)

Windows Live Photo Gallry does a really good job of making panoramic images. Other free software is available too.
